UNC-PHE-481
A recurring dream-linked phenomenon documented during Late Summer alignment activity. Observations consistently occur within visions of the Drowned Observatory where enormous bell structures surrounding the flooded chamber remain motionless and silent. Unlike previous bell-related manifestations no resonance or vibration accompanies the event. During the primary observation cycle the absence of bell activity produced immediate destabilization effects including rising black water structural tremors activation of submerged light networks and the appearance of impossible stellar formations beneath the observatory floor. A secondary figure identified as an older and seemingly complete version of the Archive Keeper warned that incorrect memories were being preserved. The event culminated in the realization that the bells may function as restraints or stabilization systems rather than warning devices. Current evidence suggests bell silence may correspond to containment degradation within deeper archive infrastructure. No direct physical manifestation has yet been documented outside dream-state observation though correlations with known alignment cycles remain significant.

DETAILS
Handling and Restrictions:
Document all bell silences and interrupted resonance cycles. Correlate observations with alignment activity. Do not dismiss recurring dreams involving inactive bells as non-anomalous.

Keeper Notes:
Phenomenon appears linked to major archive containment systems and possible Sleeper-related stabilization processes. Understanding remains incomplete.
Silent Bell Event
Access Level:
Restricted
Period:
Late Summer
Recovery Location
Dream-state observations associated with the Drowned Observatory and lower archive systems.
Condition:
Active observation. Manifestation limited to dream-state events and associated records.
Notable Characteristics
Dream-linked recurrence. Inactive bell structures. Flooded observatory manifestations. Apparent future or restored keeper encounters. Association with submerged stellar phenomena. Strong emotional response compared to ordinary bell events.
Clio Observation
Clio remained calm during post-event observation periods but displayed heightened attentiveness following references to silent bell structures within recovered notes.
Muninn Observation
Muninn increased monitoring behavior around bell-related records and repeatedly positioned himself near alignment diagrams during review sessions.

Research Notes:
Evidence increasingly supports the theory that bell systems maintain stabilization rather than provide warnings. Complete cessation of bell activity may represent system failure. Further investigation required regarding connections to the Drowned Observatory and lower archive mechanisms.
